The article deals with certain aspects, risks, and ethical problems of technological improvement of human, namely the use of technologies for transformation his / her genome. At the present stage of civilizational progress of humanity, the scientific potential of society and the possibility of producing high technologies initiate technological transformation in the evolution of civilization. There have not yet been analogues of this transformation in the history of mankind. One aspect of this transformation is the transformation of the biological nature (...) of human. Human improves the art of his own qualitative transformation. Human is trying to spread his control over his own evolution. The main objects of technological influence on humans are the brain and the genome. Ethical aspects of human enhancement need philosophical understanding. J. Harris made a significant contribution to the development of this issue. The article presents his teachings of “enhancing evolution”, according to which human improvement is a reasonable way of development. The awareness of the ethical issues associated with the imperfections of these technologies and the problems associated with the perspective of their application to human embryos has contributed to the holding of International Summits on Human Gene Editing. The analysis of the results of their work gives us the opportunity to assert that there is a consensus among scientists to prevent the practical application of inherited editing of the human genome today. The article emphasizes that now, in the conditions of existential threats, risks that have an integrated manner, it is extremely necessary to focus on axiological, ethical and humanistic values in the system of scientific knowledge. Scientists should focus on the socio-cultural dimension of human improvement. In this context, bioethics, which has become the answer to many ethical questions and problems, becomes extremely important. Bioethics can become the basis for creating science-based balance between the practical application of technologies for human improvement and human rights, the principles of humanism and progress. The term dual use technologies refers to research and technology with the potential both to yield valuable scientific knowledge and to be used for nefarious purposes with serious consequences for public health or the environment. There are two main approaches to assessing dual use technologies: pragmatic and metaphysical. A pragmatic approach relies on ethical principles and norms to generate specific guidance and policy for dual use technologies. A metaphysical approach exhorts us to the deeper study of human nature, our intentions, (...) goals, values ideals and social relations when considering dual use technology. Use of science and technology (S and T) is determined by two components of human nature: human intentions and choices. We have drawn a distinction between specific measures, goals and intentions with respect to technologies in order to show that moral judgment about technologies must precede their use. Understanding of our intentionality and values, and our moral ideals, as a measurable, tangible part of the real world is important for the prevention of any possible harm from S and T. In the context of dual use technologies, we stress the importance of three main understandings of human nature: vulnerability, responsibility and narrative identity. These can become a strong ontological “antidote” to technology’s poisoning of modern man. Each new technology can be measured and compared with man’s values, traditions and societal norms. This can be done bearing in mind the concept that human nature is not dualistic, but pluralistic. A system of ethical principles that includes the principles of good intentions, the correspondence of goals and means, the balancing of risks and benefits, simplicity, and contextuality, will help ensure that technologies are more humanistic and friendly to human beings. Today local, national and international ethics committees have become an effective means of social regulation in many European countries. Science itself is an important precondition for the development of bioethical knowledge and ethics expertise. Cultural, social, historical and religious preconditions can facilitate different forms and methods of ethics expertise in each country. Ukrainian ethics expertise has some methodological problems connected with its socio-cultural, historical, science and philosophy development particularities. In this context, clarification of some common legitimacies or methodological approaches to (...) ethics committee (EC) phenomena such as globalization, scientization and the prioritization of an ethics paradigm are very important. On the other hand, elaborate study and critical analysis of international experience by Ukraine and other Eastern European countries will provide the integration of their local and national ethics expertises into a world bioethics ethos. The application of the latest technologies in biology and medicine has brought them to a qualitatively new level of possibilities. Worldwide, biobanking is actively developing through the creation of biobanks of various types and purposes, whose resources are used to solve therapeutic or scientific problems. Legal science remains an open question concerning the boundary that runs between the right to data protection and the scope of disclosure of data needed for medical purposes. In this article, the author considers peculiarities of (...) data processing in the context of biobanking activity on the example of Austria and its national legislation. In addition, the article reveals features of the approaches of the European Court of Human Rights (ECtHR) and the Council of Europe to the issue of biobanking in general, its characteristics in the context of data, and legal regulation of this phenomenon in the national law of states. The author devoted an important part of the study to the role of Austria’s experience in the context of data processing for scientific purposes and the development of biobanking for a number of other European states. The aim of the article is to analyze the Austrian legislation on data processing for scientific research and biobanking, the attitude of the Council of Europe to this phenomenon, and the practice of the ECtHR, as well as to consider the impact of the current world situation on these activities. The leading method of research used in the article is the formal-legal method. The article analyzes the Austrian law in the context of data processing in medical research, the relationship of the specifics of personal data protection, and the need to disclose them for scientific purposes. The author pays special attention to the influence of Austrian law on the legislation of other countries, which is reflected in the conclusions to the article. In addition, based on an analysis of the application of the Austrian experience to the legislation of Poland and Ukraine, the author points out the necessary changes that should be made in the laws of these countries. The article analyses the foundations and principles of global bioethics in the European ethical, legal and philosophical contexts. An analysis of European bioethics shows that there are at least three modern models of European bioethics: bioethics as metaethics; bioethics as biolaw; bioethics as applied biomedical ethics. European bioethics originates in the global bioethics of V.R. Potter and F. Jahr, and encompasses not only moral issues of medicine and public health, but also global environmental and social problems. In this context, the (...) convergence of the natural and the human is seen as a rehabilitation of practical philosophy, a further study and development of the principles of practical reason, understood by analogy with the objective laws of nature. The study of constitutions, legislative and legal regulations of European countries has revealed a variety of bioethical principles in the field of biomedicine. However, at the level of legislation in biomedicine, there is a certain influence of the American model of bioethics, biomedical ethics, which is manifested in the principlism methodology and the weak connection between medical and environmental issues. Global bioethics in the European context is characterized by an intensification of bioethical reflection, social relationships and legislative activity in biomedicine within pan-European structures, such as the European Council and the European Union. The defining feature of global bioethics as a phenomenon of European culture and ethos is that its principles can be “activated” only as a semantic and logical integrity. Bioethical principles serve as a kind of harmonising factor of European biopolitics. (shrink)

What is disappointing of course is not the dispersion of psychology into so many diverse subjects, but their apparent lack of relation to a central core of laws and theories. The topics of psychology, such as sensation, perception, cognition and emotion, which are treated in the first section of the present book, do not appear to constitute a general base for the branches of psychology, for clinical psychology, nor for the so-called borderland subjects. The branch--Animal and Comparative Psychology--does not carry (...) over from general psychology a basic theory of learning, which it then adapts or applies to its own special field. On the contrary, contemporary theory of learning, or rather theories, have been largely evolved within this branch. Similarly, Psychometrics, Child Psychology, and Applied and Social Psychology have, to a great extent, developed their own principles and methods. (shrink)

The process of turning a myth into a fairy tale, its internal and external causes, patterns, consequences... It may be difficult to find a more traditional way of exploring a fairy tale than this one. We will not avoid it either, because whatever aspect of the fairy tale analysis we choose, it is impossible to bypass this side of its genesis. And the choice of the method of explication of this problem largely predetermines both the angle of her vision and (...) the means of solution. The same traditions have already been given peculiar power lines that urge more and more researchers to move in the area of ​​these lines and to cover more and more varieties of the same dimensions of the object: demythologization and desacralization of the hero, his actions, his environment; giving the myth an exoteric character, with the elements of fiction and irony that are inconceivable as a result; the shrinking of the scale of the hero's actions, and hence the replacement of the mystery of myth with mysteriousness, intrigue in the fairy tale, the decline of the mythological worldview. The topics of branching of the subjects through the myth to the fairy tale, finding and researching common for both phenomena of binary oppositions, etc., are densely addressed. (shrink)

If we approach the analysis of fairy tales from the point of view of revealing in them a metaphysical dimension of human intentions, then in their subjects one can identify several paradigms. The most important of these should include, in particular, the following: the combination of man with the deity ; the loss of God's person as a result of her violation of some conditions for coexistence with God; the search for the lost man of God and the rejoining of (...) him. These through-world ideological paradigms, embodied in specific themes, may be adjoined in the same tale, and may exist separately, encompassing all of its plot. Tоday there is a strong tendency to incorporate the bioethical principle of social justice in healthcare in cross-cultural communication. Considering cultural differences makes it possible to ensure that the human right to medical care and wellbeing is fully respected. Several types of most vulnerable populations were identified – immigrants and social minorities. When seeking medical care they face a number of problems such as culture and language barriers, lower socio-economic status, lack of literacy, which impede effective communication and care provision. (...) The most promising ways of coping with the problem are developing cultural competence and practicing a patient-centered approach. New curricula aiming at raising cultural awareness have been elaborated for practical use in medical schools. (shrink)

The formula for the difference of two spinor covariant derivatives taken in different order is derived geometrically; and the geometric proof of the covariant constancy of the spin-1/2 γ-matrices in curved space is given.

To base oneself upon a scientific philosophy is often of great importance in framing and solving major problems in natural science, including the science of the universe at large. Moreover, one's approach to the solution of specific problems arising in natural science depends to an extent upon one's philosophy. This situation points the way to the elimination of certain preconceived notions and erroneous convictions of researchers, that is, those due to an inadequate knowledge of philosophy or to the influence of (...) a weak philosophy. The article discusses the relationship of the axiological foundations of modern bioethics with casual and even incidental effects of the activity of scholars in the late Middle Ages and the Renaissance. The author examine the ability of humanists to influence the formation of values system as well as the possibility of instrumentalizing these values in social practices. The study determines the entire causal complex that led to the formation of a special tradition of non-religious substantiation of values associated with the (...) teaching and study of ancient languages in the context of the functioning of political and legal institutions and cultural and historical traditions of European states. The author considers the origins and meaning of humanism and the gradual change of its content as well as the transformation of humanistic experience into a tool of constructing ideals and values and an element of social technology. A special place is given to the analysis of attempts to form meta-ethics and bioethics within the framework of the value system of post-Soviet Russian society and the role of humanistic ideas in this process. On the example of the development of modern European philosophical thought, the controversial and problematic nature of various interpretations of humanism is shown, and the thesis of the historical conditionality of the ideals of humanism and its connection with some certain paradigms of metaphysic is confirmed. The central theme of the article is the problem of the relationship between the historical and conceptual, conditional and unconditional, contextual and universal in the heritage of the late medieval humanism. Technologization paths and contexts for the interpretation of humanistic ideas in modern Russia are outlined. The paper determines the ways of harmonization of humanitarian values and the system of their social and legal legitimation. On the example of the educational policy of higher education in recent decades, achievements and failures in the process of forming a new value system are analyzed. This value system could be used as a basis for legislative practice and state policy that would allow determining the basis of modern bioethics, which is of great importance for the development of Russian society and further improvement of the moral and legal foundations of its existence.
